The pace bowler has taken over 300 dismissals in 71 five-day games with an impressive average.
The Australian chief selector the selector has stated that pace spearhead Cummins will play a "major part" in this winter's historic rivalry.
Rumors had circulated that the veteran bowler might miss the series due to a persistent back stress problem that was still troubling him.
Previous updates from team management suggested no definitive call had been made regarding Cummins' participation, with the Test matches set to start on November 21 in Western Australia.
Bailey expressed that Cummins is "building up" and was "optimistic" about the likelihood of participating.
"We know that the window is narrowing and various factors at play, aside from the back issue, but other factors as well," the selector added.
"We're encouraged. [We are] really confident that he'll participate in a key capacity. With luck it's the first Test. If not, we'll adjust."
Past Concerns
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after examinations confirmed a lumbar bone stress.
Previous incidents include of recurring issues, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss multiple domestic campaigns in a short span.
Cummins stated he would be bold in recovery efforts in his comeback strategy to ensure his availability for the series.
Bailey noted that it was unclear if he had started his bowling workouts as part of his rehabilitation but admitted it was "pressing" for him to be fit for the first Test.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their one-day international series against the subcontinent side as a precautionary measure because of discomfort in his torso.
Bailey described it as a "small issue and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "in a good place to deliver overs."
"We put so much time has gone into developing the strategy for him to be available for the initial game as an batting and bowling option," the selector detailed.
"He was only going to play the first two ODIs regardless. How he handles the bat in limited-overs, should it hinder progress for 24 more hours, we just made the decision to adopt a safer strategy."
