American senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators floated a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Growing Impact of Federal Closure
The impact on Americans from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As weekend session got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Multiple Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator stated.
Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Democratic senators shared concerned responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another senator reacted to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."
Ongoing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of moderate Democrats to end the closure in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and extend the payments for a year.
Another senior Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Several observers indicated that the essence of such a proposal would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough support in 2017.
